www-apache/mod_perl Fix Perl initialization
Newer (>=5.22) versions of Perl require initialization to be handled
differently. The added patch comes from mod_perl's SVN, commit #1717474,
plus a few adaptations to apply cleanly.
Gentoo-Bug: 554794
