4. begin discussion on whether "lto" should be supported

The following motion passed the council unanimously.

"Gentoo Developers should not reflexively close bugs involving
CFLAGS=-flto. Appending -fno-lto is an acceptable solution."

5. discuss handling of shared infra resources which can incur cost

This was resolved outside the meeting.

"We are not sure how this is a council question.
There is no way we can stop someone from creating a gentoo developer
business card if they want to do this, and permission to use the
trademark or logo would need to come from the Trustees."
