Pending questions:
* Should qt6paths instead be in /usr/bin in Gentoo?
* Why do we have a qtpaths6 as well as a qt6paths?
But add this emergency fix for now given it may manifest in confusing
and hard-to-diagnose ways.

gcc needs this flag enabled, and up till now, we've enforced this with
BDEPEND. However, this prevents other architectures from building gcc
for amd64 due to PMS limitations.
We may drop the flag eventually now that wider x86 support is being
backed out, but binutils currently still enables it.

Arches without QtWebEngine keyworded: x32, arm, loong, ppc64, riscv, x86
USE="kf6compat,kaccounts" depends on kde-frameworks/purpose:6[webengine]
which is package.use.mask'ed on these arches. We cannot mask the
combination specifically but in reality kaccounts is useless without
additional dev-qt/qtwebengine revdeps.

Adds the `~arm64` keyword to app-arch/7zip because I've
been able to use it in a few different use-cases successfully
now.
As part of this, the USE flags `uasm` and `jwasm` are now masked
by default and unmasked on amd64, as it causes amd64-specific
asm to be used.

The systemd implementation of installkernel doesn't currently support
updating the 'initramfs.img' and 'vmlinuz' symlinks that palo needs,
and palo is the only bootloader for HPPA.
